The perpetrator of the Manchester attack was a British citizen, not an
immigrant, and you wouldn't have stopped him at any airport.

He didn't learn how to be a terrorist by visiting the local mosque.

Asking him if he supported Sharia law, or asking him if he planned to
carry out any act of terrorism in the near future, really wouldn't have
been much use.

Good luck. For example, the Chinese aren't having much success.
